This matter was considered by Cabinet on 10 December 2024(External link) and a decision was made to:

  • Proceed with a tiered approach based on Option 2 – apply Poole monitoring fees across the BCP Council area
  • Proceed with a 5-year time period for monitoring travel plans.

The feedback received from this engagement has enabled us to get a good understanding of the views in respect to travel plans, how any charges for them could be applied and how long travel plans should be monitored into the future.

We have used this information and insight to develop a BCP-wide approach to monitoring travel plans over a specific time period and single scale of monitoring fees.

Travel Plan Monitoring Fees Consultation

We asked the public and key stakeholders for their views on proposals to introduce a harmonised system for charging developers Travel Plan monitoring fees across Bournemouth, Christchurch and Poole (BCP). There is currently a charging scheme for developments in Poole that we are proposing to apply in Bournemouth and Christchurch.

What is a Travel Plan monitoring fee and who pays it?

Travel plans are a package of measures which encourage walking, cycling and the use of public transport in order to reduce the impact of developments on surrounding roads, including new schools, office blocks, blocks of flats, retailers and hotel accommodation.

The council charges a fee for monitoring travel plans which is paid for by developers.
