Poole Quays Forum - Renewal Application Consultation

Neighbourhood Forums work with local communities to prepare Neighbourhood Plans for their area and forum designations last for five years. On 4 November 2022, Poole Quays Forum applied to BCP Council to renew its status as the designated neighbourhood forum for the Poole Quays Forum Neighbourhood Plan area in accordance with s61F Town and Country Planning Act 1990 and s8 Neighbourhood Planning (General) Regulations 2012.

The forum was last designated in 2018 and its ‘qualifying body’ status will expire in February 2023. In advance of this, it now seeks to demonstrate compliance with the statutory conditions to enable it to continue to operate as a qualifying body for purposes of neighbourhood planning within the designated plan area.

Neighbourhood forums must be able to demonstrate that they have a written constitution to describe the basic framework of the organisation including its purpose, membership rules and election of officers. The neighbourhood planning legislation and regulations state that Forums must have at least 21 members who are individuals, either living, working within the area of the neighbourhood forum, or are elected members of the authority concerned.

The information submitted to the council to renew the Forum’s status comprises of:

(a) Letter of application received by email 4 November 2022.

(b) Map of the Poole Quays Forum Neighbourhood Plan area.

(c) Written constitution of the proposed neighbourhood forum and membership details.

(d) Statement of Mission and Vision setting out the forum’s aims that the forum is established for the purpose of promoting or improving the social, economic and environmental wellbeing of the area.

(e) Poole Quays Forum list of stakeholders.

Please note that if the neighbourhood forum’s status is approved by the council, no other organisation may be designated as a neighbourhood forum for the purposes of the Localism Act 2011 and the Neighbourhood Planning Regulations 2012 for that neighbourhood area until the designation expires or is withdrawn. This will only affect the ability to exercise neighbourhood planning powers and will not affect the existence or creation of any other neighbourhood community voluntary or charitable bodies in the area.

We asked for views and comments on the renewal application from residents and other interested parties. We asked respondents to consider whether the forum should be designated, i.e., that they should continue to exist.

  • Completing an online survey or;
  • Completing a paper survey and posting it to ‘Neighbourhood Planning Team, BCP Planning Policy, BCP Council, PO Box 9548, Bournemouth, BH1 9ET’ or emailing it to the address below, or;
  • Sending an email to neighbourhoodplanning@bcpcouncil.gov.uk.

Next steps

All comments received during the consultation period will be considered and will feed into our formal decision-making process.
