Community Governance Review
Between 25 November - 19 January we invited existing parish and town councils, residents’ groups, community associations, neighbourhood organisations and individual residents to put forward their suggestions for any town, parish and community councils for their area.
Following this first phase a group of cross-party councillors reviewed the submissions we received from the first stage of the community governance review. Testing each of the submissions against the review criteria, they came up with recommendations for new town and parish councils which were agreed for consultation by Cabinet and Full Council.
Phases
Community Governance Review recommendation and decision making
A specially appointed group of councillors have recommended the establishment of three new town councils across Bournemouth and Poole. The Task and Finish group, a politically balanced, cross-party group of 10 councillors was appointed by BCP Council and have now published their recommendations following the Community Governance Review and consultation that took place earlier in the year.
The group have recommended the establishment of three new bodies; Broadstone Town Council, Bournemouth Town Council and Poole Town Council.
These proposals can be seen in the report below. The recommendations were discussed at the following committees, click on the links to see the debate
At the Full Council meeting Councillors voted through proposals to create Town Councils in Broadstone, Poole and Bournemouth.
Cllr Millie Earl, Leader of BCP Council said: “I’m delighted Council has voted in favour of creating new Town Councils in Broadstone, Poole and Bournemouth and proud that the administration has been able to put power back into the hands of local people.
“This step will build pride, connections and wellbeing across places that haven’t yet been able to benefit from town councils.
“The proposals have been through the full democratic process and, as part of this, have been subject to rigorous debate and discussion from all Councillors.
“I would like to express my thanks to all those who have considered these proposals, from residents who provided us with wide-ranging and invaluable feedback through the consultation, the Task and Finish Group who worked tirelessly to review consultation results and draw up recommendations, through to Councillors who forensically examined the proposals at Overview and Scrutiny Board, Cabinet and Council.
“The proposals generated a wide range of contrasting views from both residents and Councillors, and we promise to work with all parties as we progress plans to develop these new Town Councils.”
