Follow the funding - creative, heritage, environment, wellbeing etc to create income streams

Upton House could be whatever it wants. But the priority is to stop it deteriorating and falling down first. So follow the funding (government grants, private funders, heritage and preservation pots). Then build income streams to fund further improvements (wedding venue, event venue, cafe, wellbeing etc). After that create funded projects that will help a)!the Council solve its problems (SEND, ASB, etc) and b) create community benefit (mental wellbeing, school clubs etc)
